No, qui doesn’t elide or undergo contraction.  Formal elision almost exclusively involves a terminal “e”, although the case of “si” is an obvious exception, and some fixed elisions. Standard elisions are required in speech and in writing. 

Informal “elisions”  (gliding is a term used for this) such t’as for  "tu as" are used frequently in speech, and informal writing only.
