The article says (if I understand correctly) that neither "Il fait soleil" nor "Il fait du soleil" is the proper way to say "It's sunny". So, what is the correct way?

Hi Avi, 

You will hear,

'il fait (du) soleil' in France you can also say -

Il fait beau which often is seen as meaning that the sun is out

or 

Le soleil brille 

The word sunny is 'ensoleillé' but doesn't translate directly. You cannot say,

'il fait ensoleillé' 

You could say, 'c'est une belle journée ensoleillée'
