Three questions:

1. “quand ça arrivera” – would “quand ça se passera” be acceptable?

2. “la grande ville où nous habitons” – would "la grande ville où on habite” be acceptable?

3. “intelligemment” – would “habilement” be acceptable here?

I'm no expert but I think all 3 would be fine. I put that for 1 as well, number 2 is good (but they specifically asked us to use "nous" in this exercise), and I agree that "habilement" (skilfully/cleverly) would work pretty well in this context.
