I am uncertain why it is "de plus belle" and not "de plus beau".

It seems to refer back to le fou rire, which is masculine.

Maybe "plus belle" is a fixed term?

you have hit the nail on the head. 

Wordreference is good for expressions and ‘ de plus belle ‘ is a fixed adverbial expression, not adjectival ( and therefore doesn’t ‘agree’ with the noun of course ).
