question re lui and elle

I know this exercise is about numbers, but i do not understand the following examples:

 

Il lui envoie deux-mille roses.He sends her two thousand roses.Il lui envoie deux milliers de roses.He sends her two thousand roses.
Why does 'lui' translate as 'her' in both these examples?  I thought 'lui' when used like this refers to him, and that 'elle' would be her?

Bonjour Christine,

In French, the indirect object pronoun "lui" can refer to him or to her in English.

Il lui parleHe is speaking to him/her

To add one piece of information to Céline's answer:

You may have confused the indirect object pronoun lui (which can mean him or her) with the stress pronoun. The latter is lui for "him" and elle for "her".

Tu lui as rendu visite? -- Did you visit him (or her)?
Ce cadeau est pour elle/lui. -- That gift is for her/him.
